1. Environmental Protection Promotion/Education Volunteer Recruitment and Training

Environmental protection service is a specialized field, and therefore training is very important. In addition to our own professional continuing education and training aimed at updating and broadening the knowledge base, we also coordinate with the programs of central government units. We also recruit volunteers to assist in the promotion effort. Local clubs, communities, organizations and schools are all our partners in collaboration and training. We aim to heighten general conservation awareness and to instill the practices that will promote the actual conservation effort on a broad scale.

2. Implementation of Environmental Impact Evaluation and Oversight

We apply environmental protection guidelines and the 1994 Environmental Impact Evaluation Act to assess the potential environmental impact of major development projects (both public and privately funded) in order to eliminate or minimize the negative influence, to prevent and alleviate the burden on government, as well as potential negative impact to the environment. Information conferences are held to provide possible content and aspect for evaluations for both private firms and government prior to development and investment. Our aim in conducting such evaluations is to minimize the potential impact of every proposed development and construction project.

3. Toxic Chemical Substance Management and Emergency Response

As part of our effort to implement the Environmental Protection Administration's "Toxic Chemical Substance Management Act", we have built a database of 252 toxic chemical substances categorized by 164 classified items under monitor. All toxic chemicals are divided into four types, the first three being strictly prohibited or limited. The fourth type is permitted to be used under strict regulatory control, including specific security management and emergency response procedures.

4. Chemical Usages and Inspections

General chemical usage refers primarily to all killing agents, including pesticides, rodenticides, and germicides. Although a necessity, pesticides pose a serious threat both to the environment and to health. For instance, long-term accumulations of toxic chemicals within the human body may cause chronic disease. Waste dumps, especially, are often a cause of pollution of the air, water, and soil. For this reason, we hold monthly inspections of pest prevention businesses and chemical sellers in the county to be sure that they are in compliance with the "Environmental Chemical Usage Law".

5. Pollution-related Dispute Resolution

We have set up a Pollution Arbitration Committee in order to ensure impartial judgment and resolution of disputes arising from pollution events, as well as to safeguard the public interest. The following exemplifies a typical case processing:
Once a case is accepted, an arbitration fee is charged ($3000 for compensatory damages, $1000 for non-compensatory). Relevant documentation for the committee's consideration can then be submitted for a period of one month, after which arbitration will commence. The decision is to be submitted in writing to the local court within seven days. Should the case remain unresolved, the party may reapply by written for further arbitration within 14 days upon receipt of formal notice. An additional fee of NT$3000 will be levied. We will process this application and present it to the Environmental Protection Administration for final judgment.
